Millions of SEN pupils at risk as councils face deficits — British Horse Society steps in to bridge the gap
As nearly two million young people in the UK struggle to access Special Educational Needs (SEN) support (gov.uk), local authorities face unprecedented financial strain.
With 43% of councils expected to see budget deficits exceeding or nearing their reserves by March 2026, schools and families are under growing pressure to meet the needs of vulnerable pupils (NAO).
Against this backdrop, British Horse Society’s Changing Lives through Horses (CLtH) programme is acting as an essential partner for education professionals.
Delivered through over 150 accredited riding centres nationwide, CLtH provides alternative learning opportunities that help students re-engage with education, develop transferable skills, and build confidence in a supportive, non-judgemental environment.
The programme has already supported over 4,400 young people aged 5–25, with nearly 75% remaining on school rolls and 74% leaving with a planned pathway in education, training, or employment. A University of Buckingham study highlights the programme’s impact: equine interactions improve social functioning, empathy, and goal attainment for children with autism and behavioural challenges—while reducing irritability and hyperactivity.
Alison Blackmore, Head of Changing Lives through Horses, said: “Many local authorities are at breaking point, and too many pupils risk falling through the cracks. CLtH offers a practical, evidence-based way to support schools and councils in meeting their obligations to SEN students. Every day, we see young people rediscover their potential through the unique connection with horses.”
Parents echo this transformative effect. One parent, Alison, described her daughter Lexy’s experience: “This course helped Lexy feel happy again and gave her a reason to get up and go out to do something she enjoys. Her confidence has grown, and seeing that change has been incredible.”
